What kind of insulation should I use, it is very hot upstairs in my room in the summer and cold in the winter

i have a hot water pipe that runs through my basement apartment that heats the entire building. i have no way of controling the temperature, and as such the temperature in the apartment can be 90 degrees. i want to insulate the pipe to drastically reduce the heat that is radiated into my apartment. any ideas?
