where should I put the vapor barrier in my basement wall? I live in Oregon (cooler), which side of the insulation, the warm side or cool side

We have a cement wall (outer most barrier), a gap (approx 10inches), framing with insulation and finally sheet rock. We put the vapor barrier in between the sheet rock and framing/insulation....I know this has to be right for our climate but would like additional confirmation.
