Precautions insulation around water pipes.



I have a bathroom in the lower level and the pipes have frozen. The area where the pipes are located is very cold there is air coming from out side. When I fix the outside air problem can I fill this area with a loose insulation because I can not get to it unless I tear the whole shower out.
