Adding more attic insulation. What type should I use?



I live in Maryland. My home is a pretty standard colonial built in 1966.

When I moved in, the blown-in loose insulation had pretty well settled, so I purchased some rolls of plastic covered Owen Corning insulation. They come in 25ft rolls and were simple to install.

It helped a bit, but the 2nd floor is still cold in the winter and warm in summer.

I'm a do-it-yourself kind of guy, so should I:

1) Install another layer of the owens corning attic insulation (perpendicular) on top of the existing (I've heard I need to be careful with moisture buildup with plastic lined insulation???)

2) Should I remove the rolls and just blow in gobs of insulation using a rental from Home Depot

3) Should I just blow in gobs of insulation on top of the rolls of insulation that are there.

1You do need to worry about moisture buildup if we are talking about laying two layers of plastic wrapped insulation. But with just the one you should be fine. If you're sold on batts go with bare insulation laid perpendicular, I love batts because you know exactly how much you're insulating each area. However blown insulation works as well and it's cheaper. The only danger with blown insulation is if someone else is installing it they can fluff it up to make it look like you're getting more than you actually are. If you're doing it yourself that shouldn't be a problem. It's odd that the second story is cold in the winter, is your air duct system working well. The upstairs and down stairs aren't on the same system are they? If they are you need to add more openings to the upstairs if it's just one room or something similar. If It's a pretty large area you may need seperate systems. I don't know if any of this helps and my tendency to throw in the duct work is just because thats what I do for a living.
Foam insulation where the wiring goes through the top of the studs helps a little, and I'm sure you've already weatherproofed your doors and windows, beyond that I can't think of anything.

Where can I purchase R-19 Fiberglass Insulation for my attic at a wholesale price. I"m on a fixed income at the present time, due to illness, but I need the insulation in the attic. I looked at it at Lowes and Home Depot and the one which I need is $50-69.99 24Ft roll. I will be using about 20-30 rolls, which really adds up to a large sum of money,which I'm unable to afford at the store price. Is there someplace where I can go and purchase it at a wholesale price., I do have a Tax ID #.

I have a small atic storage space, the slanted roof and part
and one outsida wall are not insulated. Do I need R25 or R 1
insulation. Also which is better encapsulated or the paper back insulation Thank You
