i am finishing my basment, it has the builders blanket insulation with vapour barrier the first 3' with 1" foam glued to the wall beneath it. should i add more insulation at the bottom? should i add more vapor barrier?

you should probably only add insulation at the bottom if you have a very dry basement. that's probably why the previous owner didn't put the insulation down to the bottom. you could add vapor barrier, but not the kraft paper kind if you get moisture or water in the basement.
