my local code requires r-21 wall insulation, even on my 2x4 construction remodel. is there an r-21 product i can install betweend the studs, while the walls are exposed?

i am not pretty sure there is r21 product you can use for that but you can achieve a r21 insulation by having several layers of lower r rating.
