if i insulate the water pipes in my crawl space, will moisture build up over time and rust the pipes?

rust needs oxygen in order for it to build up thus insulating your pipes and making sure the pipes are always full, there is no chance rust could build up. but to make sure, spray some spray foam on the pipes before installing the insulation.
