crawl space insulation



the ceiling of the crawl space has r-11 insulation with the paper barrier facing down and stapled to the joists. above is a master bedroom flloor. over the years the paper barrier is splitting and tearing so the insulation is falling down, but it otherwise seems to be in good shape. should this be replaced with the barrier facing against the heated bedroom or can i just install 1 x 3's every so often perpendicular to the joists to hold everything up....or some other suggestion?? thanks

the "faced" side of the insulation should be towards living area. spray in foam is the way to go.
