insulate cape-cod

i just bought a cape-cod house. we set our furnace at 70 degrees, but it is only 70 in the hallway (middle part of the house). all other areas are very cold. our two upstairs bedroom were between 62-64 degrees. we just recently insulated the knee-walls of our two upstairs bedrooms and now we get 70-72 degrees. but downstairs our living room and downstairs bedrooms are still around 66 degrees (57 degrees if we shut a bedroom door!). we have new siding and new windows. the floor insulation in the crawl spaces/storage area of our attic is very old. should we rip out the floor of our attic space and re-insulate? or should we blow insulation behind our siding? (we are unsure if the previous owner insulated properly when he resided the house). or maybe we just need storm windows??? any help would be great!

what you can is to first find out where in your house is the least insulated or has poor insulation. it is hard to determine it thus it is better to consult an insulation expert for it.
