adequate insulation for attic floor?

i am in the process of purchasing a home, the appraiser told me the atice was not adequately insulated, it only has 6" of blown-in insulation. he said i have to have equivalent to r38,if i lay another 6" of r19 over top of the blown-in insulation would that be adequate insulation for the floor in the attic?
