pipes are freezing between garage and bonus room above garage, help?

the pipes to the upstairs tub/shower run between the garage ceiling and the bonus room floor. most of this area seems to be insulated well ( i drilled a few holes to check) but the area under the tub where the pipes run and the area on the vertical interior wall is not insulated. it frooze both hot and cold pipes so i cut holes and i could feel air movement in this open area. what and how do i put insulation in this area?

better get a contractor for this one. this might get a lot trickier with an expert's help. blown insulation would definitely be the choice.
