There is a meter to measure the amount of insulation in a existing wall, what is the name of this meter and where can a person get one?

i don't know the answer to your question. but i do know you can get pictures of our house taken using thermal imaging. they take pictures of the outside using a speial camera. then you look for red and blue. red is bad blue is good.red shows heat escaping from the house. blue shows cold spots. you want blue because that means all the heat is staying in and no heat is getting out. some gas and power companies do it as a servise for free.
