I want to install cellulose insulation into my attic.



 If the insulation in my attic contains asbestos, can I blow the new insulation over top of the old asbestos insulation?

No, that sounds like a bad idea. You'll get asbestos fibers in the air and they will find their way into the living space and settle down over everything.

Better to bite the bullet and get the asbestos removed by a qualified contractor licensed to do it.
